This working group focuses on three strategies to expand access to stable, affordable housing in Frederick County:

  1. Improve vacancy visibility by developing a shared housing navigation tool that helps community partners identify and connect available units with individuals and families in need.
  2. Engage small landlords through peer learning networks that provide information on rental subsidies, voucher programs, and tenant support services – making participation in affordable housing more accessible and appealing.
  3. Explore innovative housing models and partnerships that increase the supply of affordable homes and create new pathways to housing stability.

Success looks like a more transparent rental market, stronger relationships with small landlords, and increased participation in programs that make affordable housing possible.

Communities across the country are strengthening landlord partnerships and using better tools and incentives to connect available units with residents in need – offering models that can inform Frederick County’s landlord outreach efforts.

Housing Connector (WA): Partners with landlords to reduce risk and increase participation in housing programs through incentives and support.

St. Ambrose Housing Aid Center (Baltimore, MD): A regional nonprofit that combines affordable housing, homesharing, landlord engagement, and supportive services to help residents secure and maintain stable housing while strengthening neighborhoods across the Baltimore region.

Shelterforce: A national publication focused on affordable housing and community development, offering practical insights, case studies, and policy perspectives on landlord engagement and housing innovation.

Housing Navigation Tool

  • Contribute technical expertise to help build a searchable, user-friendly housing database
  • Assist with data organization, system design, or platform development
  • Help identify and share available housing resources to include in the tool

Small Landlord Engagement

  • Local landlords can join peer learning groups to share experiences and explore opportunities to participate in affordable housing programs
  • Provide expertise on property management, leasing, or compliance – especially if it can support training or continuing education opportunities
  • Support outreach and relationship-building efforts within the landlord community

Innovation & Partnerships

  • Share ideas for creative housing solutions or partnership models
  • Offer space, funding, or programmatic support for pilot initiatives
  • Join the workgroup to help shape and advance new approaches
